Limited including user styles to just user pages. This allowed a
rewrite of the default CSS to use semantic HTML instead of #blip-*
IDs. Added a hack to allow users to hide the drawer toggle plus but
reveal it with ?toggle=1 in the URL path (this will please Jackson).
Implemented an experimental topbar layout; the user just creates a
_topbar.md and it will override the sidebar and use a topbar layout.
I even figured out how to have sub-lists automatically display as
drop-down sub-menus. I'm very much undecided on this. It's not as
robust as the sidebar layout and may fail on mobile.
